Ulrich Graf von Plettenberg was born on August 6, 1964, the sixth of eight children in Birkenfeld/Nahe. He served as an altar boy, substitute organist, and youth worker in the parish of St. Peter and Paul in Idar-Oberstein.

After graduating from high school, von Plettenberg served for two years as a temporary soldier in the German Armed Forces in Münster and Ahlen, Westphalia. After studying in Trier and at the Pontifical Gregorian University in Rome, he was ordained a priest in Rome on October 10, 1991, by Bishop Dr. Johannes Joachim Degenhardt of Paderborn.

Von Plettenberg is connected to the Malteser in the Diocese of Trier: From 1999 to 2004 he was diocesan chaplain of the Malteser Youth in the diocese, and from 2011 to 2019 he was spiritual advisor of the Malteser Hilfsdienst eV in the Diocese of Trier.
